Salado Isolation Mining Contractors, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Emergency Preparedness Compliance and Performance Improvement Manager to join our team located in Carlsbad, NM.
The successful candidate will serve as the SIMCO Manager for the Emergency Preparedness Compliance and Performance Improvement Program at the Waste Isolation Pilot Plant and outlying locations.
- Interpret DOE Orders and ensure compliance with DOE Orders, NFPA, state and federal requirements.
- Assess compliance of all-hazards emergency management program, plans, polices and guidance for Category II nuclear facility and other nonnuclear facilities and activities in compliance with DOE Order 151.1d Comprehensive Emergency Management System, DOE Order 150.1, Continuity Programs, DOE Order 420.1C, Facility Safety and other applicable regulations.
- Develop and lead in Emergency Preparedness program performance improvement initiatives.
- Develop advanced concepts and methods to solve unique and specialized business and technical management problems.
- Establish and foster effective partnerships and relationships with WIPP stakeholders and customer, state, federal, and local agencies, community, and public affairs, including high level interactions with senior management and CBFO, including present and explain technical information and provide advice to management.
- Lead various teams to meet the site’s Emergency Preparedness goals in support the site mission.
- Responsible for exercising administrative and technical direction over the work of subordinate professional and technical employees with accountability to higher levels of management for the quantity and quality of the work done.
- Establish section-level program goals, priorities, and major work schedules.
- Assist with the development cost and budget analyses and forecasts.
- Determine long-range work force requirements.
- Serve as a member of the Emergency Response Organization during drills, exercises, and actual emergency events.
- Other duties as directed by responsible manager.
The successful candidate must be willing to to be on call and understand and embrace nuclear safety culture principles.

- Bachelor’s degree in comparable technical or business field with ten (10) years of emergency management and/or emergency services related experience, or
- Associate's degree with fourteen (14) years of related experience*, or
- High School Diploma or Equivalency with eighteen (18) years of related experience* is required.
- *Related experience in emergency management, emergency services, regulatory compliance, audits and assessments, or other similar field.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.
Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.
Preferred Requirements:
- Bachelor’s degree in emergency management or related field with fifteen (15) years of related professional experience in emergency response and/or emergency management.
- Current or previous DOE or NRC experience.
- Previous supervisory/management experience.
- Demonstrated effective oral, analytical, written, and communications skills.
- Practical experience and proficiency in software applications such as MS Office (Word, Excel, PowerPoint), MS Outlook and other business application such as, commitment and corrective actions programs.

Minimum salary $128,071 per year of a larger salary range --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
