Staff Procurement Specialist

Salado Isolation Mining Contractors, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a Staff Procurement Specialist to join our team to support our government customer in Carlsbad, New Mexico.

The successful candidate will provide procurement leadership and support wide variety of standard and specialized procurement activities. Experience issuing Purchase Orders and Subcontracts in Firm-Fixed Price, Time & Material, Labor Hour and Cost Reimbursement environments. Interface with technical organizations in development of pre-procurement plans, statements of work, and costs estimates. Negotiate, award, and administer subcontracts and modifications with suppliers for complex material and service requirements following established policies and procedures including staff augmentation, fabrication, construction, and services. Prepare written procurement documents such as negotiation memorandums, cost/price analysis, and award justifications. Ability to teach, train, and guide less experienced subcontractor personnel. Review and settle claims and termination actions. Participate in formulation and review of acquisition policies and procedures. Identify, analyze, and recommend solutions to SIMCO management on issues or concerns related to facility activities/readiness, environmental, or quality issues.

Exempt Grade Levels (32-34)

Minimum Qualifications: These requirements must be met to be considered for this posting. Uploaded resumes and applications are the means of determination.

  • Bachelor's degree with a ten (10) years of acquisition experience, or
  • Associate's degree with fourteen (14) years of acquisition experience, or
  • High School Diploma or Equivalency with eighteen (18) years acquisition experience is required.

Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information.

Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience.

Preferred Qualifications:

  • Experience in procurement and subcontracting in Federal Contract Management working with Department of Energy (DOE) or Department of Defense (DOD) including knowledge and understanding of Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulations (DEAR) is preferred.
  • CPM, CPCM, CPFM, Core, DAIWA Certifications are desired.
  • Previous WIPP Project experience is a plus.

Minimum salary $92,486 per year of a larger salary range --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
