Salado Isolation Mining Contractors, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as the CCP Records Manager and join our team to support our government customer in Carlsbad, New Mexico.
The CCP Records Manager (CCP RM) will report to the WIPP’s Records Program Manager, and provide Records department structuring and organizational communication plan, procedural, functional, and process development, program management and training support to all CCP project personnel in particular the Document Control/Records Management (DC/RM) Program procedures, processes and tools. The CCP RM contributes with the planning, controls, and directs the DC/RM activities of the personnel assigned/matrixed to the CCP program. Ensures that established program requirements are designed and reviewed to meet contractual, and all DOE imposed regulatory, and legal requirements.
Duties:
- Working knowledge of electronic information systems (EIS) for records tracking, archival, retention, and storage. Confirmed ability to evaluate and comprehend how computer systems used by other organizations/department at WIPP that have interface requirements with DC/RM.
- Demonstrated knowledge planning and implementing a compliant Electronic Information System (EIS) for both active (Document control) and inactive records with focus on associated automated work processes.
- Proven capability to foster strong cohesive team-oriented document control and records management team within a program.
- Coordinates with the WIPP’s Records Management Organization on recruitment and staffing activities. Conducts interviews and makes recommendations on desired candidates.
- Provides training and professional development of DC/RM personnel. Conducts formal instruction sessions relating to the use of CCP policies/procedures.
- Development of CCP Records Inventory and Disposition Schedules (RIDS).
- Coordinate document control work processes with CCP project and generator site team. Perform generator site visits to check on activities with the remote DC/RM personnel.
- Understand configuration management requirements as they relate to document control processing. Develops associated work processes.
- Proven experience in records management required to satisfy DOE regulatory, legal, and contractual requirements, RCRA and NMED requirements/activities directing program team to furnish complete historical records of project operations.
- Ensures safe work conditions are maintained by following all safety rules, by participating in periodic facility safety inspections, and immediately reporting any unsafe conditions whenever they are found.
- Ensure compliance of deliverables to applicable regulations, guidance requirements and internal program commitments for records.
Expectations of the position:
- Demonstrated experience in the successful instruction, supervision and team building with project management, planning and leadership expertise.
- Intermediate understanding of the DOE and NARA records management requirements.
- Knowledge of Nuclear Quality Assurance (NQA-1) standards.
- Proficiency with various Office 365 software programs, especially MS Word and Excel.
- Excellent oral and written communication skills. Must be able to demonstrate ability to utilize interpersonal and communication skills.
- Research and resolve customer issues, modify work procedures as needed to meet customer demand.
- Ability to apply records management concepts and principles to practical issues and problems.
- Must be able to provide direction and coaching/development to staff.
- Working knowledge of computer programs for records tracking, archival, retention, and storage. Understanding of computer systems used by other organizations/department at WIPP that have interface requirements with DC/RM.
- Proficiency and experience in DC/RM, including procedural work, customer interface, document control and records management and project closeout activities.
- Ability to analyze and interpret data.
- Coordinate with program team, customer, subcontractors/partners to share knowledge and promote use of document control and records management.
- Understanding and execution of SIMCO's "Zero Accident" philosophy though personal safe behavior/work practices.
Exempt Grade Levels (30-36)

- Bachelor’s degree, or
- Associate’s degree with four (4) years of Records Management (RM) experience within DOE or equivalent environment, or
- High School Diploma or Equivalency with eight (8) years of Records Management (RM) experience within DOE or equivalent environment is required.

- Bachelor’s degree with three (3) years of Records Management (RM) experience within DOE or equivalent environment, or
- Associate’s degree with seven (7) years of Records Management (RM) experience within DOE or equivalent environment, or
- High School Diploma or Equivalency with eleven (11) years of Records Management (RM) experience within DOE or equivalent environment is required.

- Bachelor’s degree with six (6) years of Records Management (RM) experience within DOE or equivalent environment, or
- Associate’s degree with ten (10) years of Records Management (RM) experience within DOE or equivalent environment, or
- High School Diploma or Equivalency with fourteen (14) years of Records Management (RM) experience within DOE or equivalent environment is required.

- Bachelor’s degree with ten (10) years of Records Management (RM) experience within DOE or equivalent environment, or
- Associate’s degree with fourteen (14) years of Records Management (RM) experience within DOE or equivalent environment, or
- High School Diploma or Equivalency with eighteen (18) years of Records Management (RM) experience within DOE or equivalent environment is required.
Preferred Requirements:
- Experience working on Government programs, preferably DOE Records Management, is preferred.
